Green Jobs Skills Gap Analysis
In conjunction with the Missouri Department of Economic Development, the South Central Workforce Investment Board, and Ozark Foothills Regional Planning Commission, SCOCOG has prepared a skills gap analysis for “green” jobs in South Central Missouri. A copy of the analysis is available below:

Strategic Disaster Mitigation Planning
These planning activities will be utilized to assist communities in seeking mitigation assistance, complying with federal, state and local regulations, managing future land utilization, and coordinating public investments for disaster preparedness, mitigation, and response.
The project will also include educational and technical assistance components to assist local communities in the decision making process to prevent future development in high hazard areas, mitigate existing development in hazard areas, and to implement identified mitigation strategies. Mitigation strategies have been identified through all hazard mitigation plans that have been developed at the county-wide level.
Ideally, this project will alleviate future losses through public education, local elected official training, coordinated mitigation activities, and implementation of local development practices that help protect lives and property for the residents of these communities.

USDA Rural Development Household Water Well System Program
Officials with the South Central Ozark Community Improvement Corporation (SCOCIC) and South Central Ozark Council of Governments (SCOCOG) announce that funding is still available and their respective non-profit corporations have received grant funding in the amount of $150,000 from the Community Development Block Grant (CDBG) and $300,000 USDA Rural Development Household Water Well System Program. The grant funding will be used to establish a revolving loan fund program for eligible homeowners within the 7-county region of Douglas, Howell, Oregon, Ozark, Shannon, Texas, & Wright Counties.
SCOCIC Chairman Leo Warren said “Both non-profit organizations have been working for over a year to secure the grants that will be used to implement this regional Household Water Well Initiative. The purpose of the program is to assist in providing financing improvements for individual household well systems including drilling new wells that will serve existing households or to remediate problems with existing wells.” The homes must be located in areas not currently served by municipal water systems. The applications were developed and submitted to the respective funding agencies by SCOCOG staff earlier last year.
Eligibility and information pertaining to the low interest loan program includes the following:
- Proof of property ownership & occupancy (no rental properties or new construction)
- Combined household income less than $39,043 per year.
- Loan recipient must pay a minimum of $250 toward total project cost.
- Ability to make payments at 1% interest rate over a maximum of 20-year period
- Maximum loan amount is $11,000
